Inaugurating NADRA e Sahulat Project

Lahore :Government is striving to provide maximum self employment and business opportunities to enterprising youth of the country and projects like'e-Sahulat' will be a big leap forward in this direction and will eventually help the Government to handle the current financial crisis amicably. This was stated by Advisor to the Prime Minister on Interior Mr. A. Rehman Malik while inaugurating NADRA's 'e-Sahulat' project. According to a cautious estimate, this 'e-Sahulat' scheme would generate approximately 20 thousands jobs in the country. He said that the Government has taken over when the country's condition is very fragile financially. He urged the public and private sector organizations to come up with bright ideas like e-Sahulat by NADRA which would definitely help in eradicating poverty and unemployment from the country which are the root causes of all social evils.

While handing over the licenses to around 1200 franchises of Lahore, Islamabad and Multan regions for first phase of the project, Mr. Rehman Malik said that one of the top priorities of the present democratic government is to facilitate the masses using the latest technology. He promised that present democratic government would keep on bringing innovative ideas to serve the citizens of this country and to contribute towards the uplift of society.

While praising the efforts of NADRA towards the implementation of concept of e-governance he said that NADRA has emerged as one of the largest IT organization of country. He said that people had to wait in long queue for hours and hours earlier just to pay their utility bills but now NADRA has brought them the latest technological facilities at their disposal and they can pay their bills conveniently with dignity at the time of their choice using their CNICs. Mr. Rehman Malik further added that it's a great achievement that NADRA's projects are being implemented in different countries of the world.

While briefing about thee-Sahulat project, Chairman NADRA, Brig (R) Saleem Ahmed Moeen said that it wasthe remarkable popularity of Kiosk project and directions from the Advisor onInterior Mr. Rehman Malik which motivated NADRA to launch another vibrantproject e-Sahulat. The franchise of e-Sahulat is being offered to motivated andenergetic businesspersons on a prepaid basis. He said that so far 8million bills, worth Rs 6.7 billion have been submitted under NADRA's KIOSKproject, which is a testimony of public confidence in NADRA. news link

1. NADRA e-Sahulat

NADRA e-Sahulat is designed to enhance services-outreach for the all the citizens particularly of underprivileged areas to bring faster market access hrough an established channel by offering technology and business opportunities in rural areas as well as in cities. “NADRA e- Sahulat” will enable all concerned to operate as a Franchisee and provide payment services through their own personal computers. The applicant fitting NADRA’s Franchisee criteria will become operational after paying a nominal license fees, and will enhance their income via immediate commissions on transactions processed.

2. Purpose. Out-sourcing its kiosk operations to increase its spread to the remote and under privileged communities. NADRA’s staff will also be eligible.

NADRA is franchising kiosk with a view to: -
a. Increase the service-outreach nationwide.
b. Provide a self employment opportunity for all concerned to start business with minimal capital investment.
c. Provide a value addition to businessmen by allowing them to earn suitable and immediate income through e-Sahulat.
d. Provide a single platform to companies with numerous outlets by enabling their head office to pay their bills through their head offices.

3. Business Model
a. Franchise of kiosk is being offered to every one. They will be offered prepaid manual kiosk that can be operated from their current businesses, shops and any other business site of their choice which is not in conflict with NADRA’s policies and business practices. This scheme is being offered for all the cities and towns of Pakistan where dialup or WLL or similar telecommunication technology is available.
b. NADRA selected employees will act as sales executives and they will be given commission of Rs.1000 against commissioning of each license.
c. To run Kiosk Franchise in a business like manner. Role and responsibilities of Franchisee and Franchiser are enumerated below:-

(1) Franchisee
(a) Acquisition of shop and its subsequent maintenance.
(b) Manage day-to-day operations.
(c) Provision and maintenance of last mile media connectivity.
(d) Ensure customer care and convenience
(e) Undertake local publicity and material required to attract customers.
(f) Franchisee will charge his prepaid account by depositing cash of his own choice to any specified NADRA Swift Registration Centers & designated banks and will carry transactions till the usage of that credit. Franchisees will recharge their credit to continue the operation.
(g) Franchisee will arrange a standard P4 computer.

(2) Franchiser
(a) Provision of kiosk software
(b) Ensuring backend support including Software and Networking support.
(c) Training of Franchise personnel
(d) Advertisement and promotional support of e-kiosk
(e) Value addition by bringing additional products on board.
(f) Customer Care
(g) Complaint handling / Management
(h) Commission management and Account Reconciliation

4. Eligibility Eligibility criteria are as under:-

a. Unemployed Youth and small businessmen can apply
(1) Matric with computer literacy
(2) Both male / female are eligible
(3) Should be CNIC holder.
(4) Must have business aptitude.
(5) Should be able to manage suitable place in highly dense populated area.

5. Financial Requirements
a. Franchise license will be awarded against license fees of Rs.20, 000

6. Product Available at Kiosk

a. Products on Board
(1) Collection of utility bills.
(2) Dispensing pins for scratch cards (cell phones, calling cards).
(3) On line verification (verisys)

b. Revenue Sharing Structure. Franchisees will be paid following charges for the service being rendered: -
(1) Utility/Post paid bills - Rs. 5.00 per transaction
(2) Mobile phone & WLL cards - 3% of face value
(3) Calling Cards - 5% of face value
(4) Internet cards - 10% of face value
(5) Online verification - Rs. 10.00 per transaction
(6) Processing of CNIC - Rs.10.00 per application
(7) New customer enrollment - Rs.0.50 per enrollment
(8) Commission on new products will be decided by franchiser

7. Selection Criteria
a. Site to be located in densely populated area.
b. Site should be centrally located in the small market areas with high footage and traffic.
c. Site should be easily accessible to the residents particularly where banks are not available.
d. Shop/store owners should earmark a separate place for the customers.
e. Franchisee can run a suitable business without comprising kiosk image.
f. Proposed site should serve minimum 3-4k housing units and be suitably located.
g. Selected party must have the potential to run operations as per specified time durations i.e. 12 hours a day.
h. Site should be secure and safe.
j. NADRA will formally approve the proposed site keeping in view the commercial consideration.
k. Single franchisee can opt for more than one outlet against license of Rs.20000/- each.

8. Conclusion. Franchising of NADRA-e-Sahulat is a process to increase the payment service-outreach by creating a public - private partnership utilizing available and low cost technologies. In addition, creating self employment opportunity will empower all variety of businessmen and enabled set a path for rapid development of rural and under-serviced population.

The Phase-I of (e-Sahulat) was launched in February 2008 country wide. NADRA received great response from the public and more than 2500 outlets were franchised for providing facilities to general public. These e-Sahulat outlets are deployed through out Pakistan with 60% in Punjab, 10% in Sindh, 7% in NWFP, 2% in Balochistan and 21% in Islamabad / Rawalpindi and adjoining areas. In major urban centers, 1060 outlets are operating in Lahore, followed by 729 in Multan and 642 in Islamabad respectively.

The e-sahulat outlets were developed by NADRA with an aim to ensure hassle free payment of utility bills through online facility operated by private sector entrepreneurs. NARDA aims to expand the e-sahulat network in Karachi to facilitate the people of the largest city of the country in depositing their utility bills comfortably.

NADRA e-Sahulat is particularly designed for low income areas to bring faster market access through an established channel by offering technology and business opportunities in rural areas as well as in cities. "NADRA e-Sahulat" will enable all concerned to Operate as a "Franchisee" and provide services through their own personal computers.

The biggest advantage of e-Sahulat is its 24/7 availability. A finger matching system makes e-Sahulat an authentic package where transfer of fund is an extremely secure activity. A very strong encryption and authentication system has been used, which means that e-Sahulat can be deployed securely even over the Internet.

Under the scheme, franchisees will collect utility bills, dispense pins for scratch cards (mobile phones, calling cards) and will also be able to carry online verification (verisys). The franchise of E-Sahulat is being offered to motivated and energetic business persons on a prepaid basis.

NADRA KIOSAK SCHEME

The National Database and Registration Authority (Nadra) is expanding its utility bill payment network by franchising its kiosks, it is learnt.

According to sources, the network is initially being expanded in seven cities – Karachi, Hyderabad, Multan, Dera Ghazi Khan, Faisalabad, Lahore, Rawalpindi and Islamabad – and would later be extended to other cities as well.

Sources said that on one hand the masses would now have more places to may their utility dues and on the other small businessmen could obtain the franchise and earn additional income.

They said that the Nadra would provide kiosk machines, against a security, and operational and maintenance support and the businessman would earn according to the bills collected at their franchise.

The application form for the franchise will be available at the Nadra’s regional headquarters from March 13 and could also be downloaded from its website.
